In support of the Scottishfood and drink strategy, the Scottish Executive, under its food processingand marketing grant schemes, has over the same period provided the followingsupport to 245 food processing projects which will deliver £152 million newinvestment in the industry. These projects are expected to create 1,500 newjobs:

This funding for tourism hasin the main been focussed on the following areas:

by VisitScotland onthe marketing of Scotland; quality assurance; supporting area tourist boards;

by the enterprise agencieson enhancing skills and training in the tourism workforce and investmentin physical tourism infrastructure e.g. visitor attractions;

by Scottish Natural Heritageon making it easier for visitors to appreciate Scotland’s naturalenvironment, e.g. through better visitor facilities at nature sites, and

by Historic Scotland onnew and upgraded visitor facilities at historic sites.

Local authorities alsoprovide and maintain local visitor attractions, fund local tourism projects andpart-fund area tourist boards.

This considerable publicsector investment in Scottish tourism has helped the industry to recover well fromthe blows of 2001. In 2002, tourist spending in Scotland as a whole recoveredalmost to the levels of 2000, and further strong growth is being experiencedthis year.

There is no legislationspecifically preventing a relative of a local councillor from sitting as anindependent member on the board of a housing association that has receivedtransferred local authority housing stock.

The Housing (Scotland)Act 2001 (the 2001 act) gives Scottish ministers the power to set standards forRegistered Social Landlords (RSLs) (which includes housing associations).Performance Standards have been established by Communities Scotland on behalfof Scottish ministers, jointly with the Scottish Federation of HousingAssociations (SFHA) and the Convention of Scottish Local Authorities (COSLA).The standards do not contain any provision to prevent a relative of a localcouncillor serving on the board of an RSL. However, the standards do requirethat RSLs have a proper constitution and that they comply with the terms ofthis. In some circumstances, an individual RSL’s constitution may containprovisions that prevent the relatives of local councillors from serving on thegoverning body of the organisation.

In addition, part 1 ofschedule 7 to the 2001 act restricts the types of payments and benefits that RSLscan make to employees, governing body members and the close relatives ofemployees and governing body members. An RSL may wish to consider refusingboard membership to a close relative of a councillor in circumstances whereappointing them may place the RSL in breach of schedule 7 regulations.

The following tables, however,show the allocations to NHS boards for drug treatment services from 2000-01; theadditional resources for drug rehabilitation allocated to local authorities withintheir Grant Aided Expenditure from 2001-02; the resources allocated to local authoritiesthrough the Changing Children’s Service Fund for drug-related activities from 2001-02;additional resources allocated to local education authorities for drug educationfor 2001-02 and 2002-03, and support funding for drug action teams from 2000-01.
