To ask the Scottish Executive what information it has on how the funding available to NHS boards to improve sexual health compares with that available to health authorities in England.
Answer
The Executive is making available an extra £15 million over the next three financial years, 2005-06, 2006-07 and 2007-08 to help implement the national sexual health strategy Respect and Responsibility. This money is additional to the resources already being spent by NHS boards and other agencies taking forward sexual health initiatives on behalf of the Executive.
These extra resources have been costed to reflect what will be needed to implement the Strategy in Scotland to suit Scottish circumstance, and not by comparison with the approach adopted in England.

To ask the Scottish Executive what the value was of (a) illegal drugs seized, (b) property recovered through the powers of civil recovery under Part 5 of the Proceeds of Crime Act (2002) and (c) cash seized under the Proceeds of Crime Act (2002), in the area where Dumfries and Galloway Constabulary is the reporting force, in 2003-04 and 2004-05.
Answer
(a) This information is not held centrally.
(b) The value of property recovered under Part 5 of the Proceeds of Crime Act 2002, using civil recovery powers in the Court of Session, in the area where Dumfries and Galloway Constabulary is the reporting force in 2003-04 was £170,000. No property was recovered in the year 2004-05.
(c) Using the cash forfeiture powers under Part 5 of the Proceeds of Crime Act 2002, the value of cash seized in the same area was £186,690 in the calendar year 2003, £310,406 in 2004 and £137,085 in 2005. Of the total cash seized during those periods, nearly £335,000 has been forfeited. There are on-going forfeiture proceedings in respect of nearly £300,000.

To ask the Scottish Executive what consideration is being given to establishing a process for the resolution of claims for negligence without the need to go to court.
Answer
We support and encourage the use of alternative methods of dispute resolution where appropriate. We have published guidance for the public on resolving disputes without going to court and we are providing support and funding for a range of mediation and advice services. The Scottish Executive Health Department launched a three year pilot in conjunction with NHS Scotland’s Central Legal Office in April 2005 to encourage settlement of clinical negligence disputes through the use of mediation as an alternative to litigation.

In the current year approx £2.335 million Care and Repair funding has been provided to local authorities through Private Sector Housing Grant (PSHG). In 2006-07, £2.335 million will be provided through Private Sector Housing Grant.

To ask the Scottish Executive what proportion of the monetary value of the assets confiscated from drug dealers in Scotland under the Proceeds of Crime Act (2002) was redistributed to communities and community projects in 2003-04 and 2004-05.
Answer
None of the Scottish Recovered Assets Fund was reinvested in community projects in 2003-04 and 2004-05. The funding available in 2003-04 and 2004-05 was used for a national campaign in early 2005 to encourage communities to report drug dealers to the police through the Crimestoppers Scotland confidential helpline.

To ask the Scottish Executive whether it imposes any conditions on local authorities regarding the provision of grants for roof repairs for privately owned houses and, if so, what these conditions are.
Answer
The Scottish Executive does not impose on local authorities any conditions that are specifically concerned with the provision of repairs or improvement grants for roof repairs. It is for the local authority to decide whether to make such a grant, except where it has chosen to serve a statutory repairs notice, when it must approve an application for grant for works in the notice. The link between such a notice and grant will be removed as part of the package of changes to local authority enforcement and assistance powers in the Housing (Scotland) Act 2006 which will be implemented over the next two years.

To ask the Scottish Executive, further to the answer to question S2W-21968 by Rhona Brankin on 18 January 2006, what information it has in respect of the successful application for flood prevention measures from Dumfries and Galloway Council.
Answer
Further to my answer to question S2W-21968 on 18 January 2006, an offer of flood prevention grant funding to Dumfries and Galloway Council was made in June 2004 for the Portpatrick Flood Prevention Scheme amounting to some £638,000. This was spread over the years 2004-06 to match the estimated expenditure profile provided by the council in their application. So far some £596,000 has been paid and a further request for payment is expected from the council.
