To ask the Scottish Executive whether it intends to take forward the recommendations of the previous Executive’s implementation plan, Getting it right for every child, in respect of the delivery of children’s services and the effectiveness of the children’s hearing system and, if so, how it will do this.
Answer
Getting it right forevery child supports many of the Scottish Executive’s objectives. We are keen toprogress action which improves outcomes for children. We will continue to supportmeasures designed to improve practice and remove barriers We are currently consideringwhether the implementation plan and draft legislation brought forward by the previousadministration will support this agenda. This will be considered in the light of the responses to the consultation and learning so far.

To ask the Scottish Executive whether it will approve the application by the Education for Dumfries and Galloway (E4D&G) consortium to build or rebuild nine new schools in Dumfries and Galloway, including Heathhall Primary School, Lockerbie Primary School, Lockerbie Academy, Moffat “All Through” school and a new Roman Catholic primary school in Dumfries.
Answer
These schools areincluded in a PPP project which Dumfries and GallowayCouncil has been working up over an extended period of time, following an Executiveoffer of financial support which was first made in 2002. It is our intention tohonour existing offers of financial support for school PPP projects even where,as in Dumfries and Galloway, they have yet to reach the construction phase.
It is our intentionto offer an attractive funding stream through a not for profit Scottish FuturesTrust which we anticipate will squeeze out PPP for future proposals.

To ask the Scottish Executive whether it will give any consideration to the construction of a new dual carriageway trunk road between Dumfries and Lockerbie in return for the detrunking of the A75 between Dumfries and Gretna.
Answer
The A75 forms an important partof the nationally strategic transport corridor linking Dumfries to themotorway network. This corridor will be considered as part of the Strategic TransportProjects Review which will examine the longer term needs of Scotland’s nationallystrategic transport network and will develop the investment plan for 2012 to 2022.The Review will be concluded in the summer of 2008.
The outcome of the review andthe interventions proposed may result in a need to consider the extent and managementarrangements of the trunk road network and its interconnection with the local roadnetwork.
Transport Scotland hasthe operational responsibility for this area, and can be contacted if required.

To ask the Scottish Executive whether it is considering any reform of the remit and responsibilities of local alcohol and drug action teams.

The recent stock-take exerciselooked at the performance of alcohol and drug action teams and their effectivenessto deliver ministerial priorities in relation to drugs and alcohol. I hope to publishthe report shortly to help inform the development of our long-term approach to drugsand alcohol.

To ask the Scottish Executive whether it will revisit the A76 Route Action Plan in response to the number of fatal accidents on the stretch between Dumfries and Sanquhar in recent years.
Answer
A number of measures toaddress safety on the A76 are on-going including the provision of vehicleactivated signs and safety barrier works.
The A76 will also beconsidered within the strategic transport projects review (STPR) as part of thenationally strategic transport corridor connecting Ayrshire to the M74. Thisreview will examine the longer term needs of Scotland’s nationally strategictransport network to develop the investment plan for 2012 to 2022. The reviewis due to report in summer 2008.
Following a review of route actionplan (RAP) schemes in 2002 the Glenairlie improvement scheme on the A76 isbeing taken forward. The remaining RAP schemes on the A76, as well as a rangeof other potential interventions, will be considered as part of the STPR.
Transport Scotland hasoperational responsibility for this area and can be contacted for moreinformation if required.
