To ask the Scottish Executive by what date it expects all local authorities to have an operational common housing register.
Answer
There is no fixed deadlinefor all local authorities to have an operational common housing register. The need to use the powers provided in section 8 of theHousing (Scotland) Act 2001 for Scottish Ministers torequire the establishment of commonhousing registers is kept under review.

To ask the Scottish Executive, further to the answer to question S3W-1475 by Nicola Sturgeon on 16 July 2007, how much funding was made available to Dumfries and Galloway Council from 2004 to 2007 to support the development of a common housing register.
Answer
Dumfries and Galloway Council received an allocation of£100,000 to support development on a common housing register (CHR) as part of the CHR Development Programme 2004-06. At the end of 2006-07, £30,000 remainedunclaimed and, exceptionally, this has been made available to the Councilduring 2007-08.

To ask the Scottish Executive under what circumstances NHS boards can (a) refer a patient for treatment at a private hospital or (b) reimburse a patient for treatment carried out at a private hospital.
Answer
(a) It is for NHS boards tomake decisions on how to utilise their existing capacity, additional capacityin other NHS facilities and, if necessary, existing capacity in the independenthealthcare sector, to ensure that patients receive swift care and treatment tothe appropriate standards. We would expect that NHS boards will always maximisethe use of NHS capacity before turning to the private sector.
(b) Similarly, it is up toNHS boards to make arrangements for reimbursement of costs for treatmentcarried out at a private hospital, where this is deemed appropriate. We wouldnot expect NHS boards to reimburse any costs to patients where they had soughttreatment under their own volition.

To ask the Scottish Executive what services it expects NHS Boards to provide for sufferers of ME/chronic fatigue syndrome.
Answer
We would expect services for people living with CFS/ME to be in line with our general approach to services for those with any long term condition. These should be personal, fully integrated, responsive to the totality of people''s needs and delivered as close to people''s homes as possible.
As indicated in the answer to S3W-1744, answered on 23 July 2007, we are supportive of plans to develop a managed clinical network approach to services for people with CFS/ME.

To ask the Scottish Executive how much it has received from the Student Loans Company since 2005 as repayment of graduate endowments, including those where students have opted to add the endowment to their student loans.
Answer
The total amount received bythe Scottish Executive from the Student Loans Company was £10,000 during the2005-06 financial year and £47,000 during the 2006-07 financial year.

To ask the Scottish Executive whether it receives repayment of the graduate endowment from the Student Loans Company when students opt to add the endowment to their student loans and, if so, whether it receives that repayment in the financial year that the graduate endowment is due.
Answer
The Student Loans Companydoes not repay the graduate endowment loan. The student repays the graduateendowment to the Student Loan Company (SLC) and SLC remit the monies to the Scottish Executive (via the Students Award Agency Scotland).
Income Contingent loans arecollected by the Student Loans Company, through earnings by Her Majesty’sRevenue and Customs (HMRC) at the standard 9% of earnings above the incomerepayment threshold (£15,000 per annum).
HMRC collect in arrears of the financial year, therefore the Scottish Executive will not receive repaymentduring the financial year in which the endowment is due.
