To ask the Scottish Executive what support it will provide for the teaching of English as a second language in each year of the 2007-10 spending review and how this support will be distributed.
Answer
Publicly funded ESOL(English for Speakers of Other Languages) classes are provided in Scotland’s colleges, Community Learning and Development (CLD)partnerships and Adult Literacy and Numeracy (ALN) partnerships and by a small numberof voluntary providers.
In March 2007 we launchedan adult ESOL Strategy for Scotland and in 2007-08 £5 million additional fundingwas provided, with an investment of £2.8 million in colleges, £1.7 million in CLDPartnerships and £500,000 retained to fund professional and technical developments.
Discussions areon-going with ministers regarding future funding from 2008 to 2011 with an announcementexpected shortly.

To ask the Scottish Executive whether registrars are required to take additional training to be permitted to officiate at civil partnership ceremonies.
Answer
The registration servicein Scotland is delivered by the 32 local authorities whoare responsible for employing registration staff. Registrars are trained to performa number of duties such as civil marriage ceremonies and civil partnership registrations.The necessary training is provided by the local authorities in accordance with guidanceon the law and practice of registration issued by the General Register Office forScotland.
