To ask the Scottish Executive, further to the answer to question S3W-8170 by Jim Mather on 17 January 2008, whether the exact nature of the responsibilities to be transferred from Scottish Enterprise and Highlands and Islands Enterprise to local authorities as a consequence of its review of the structures and functions of the enterprise networks has now been determined and, if so, what those responsibilities are.
Answer
The details of the transfer of these functions are still under discussion with the Convention of Scottish Local Authorities. I expect this process to be concluded very shortly and intend that the details should be announced thereafter.

To ask the Scottish Executive what funding will be made available to each local authority in each of the next three financial years to support the responsibilities transferred from Scottish Enterprise and Highlands and Islands Enterprise to support Business Gateway.

Fiona Hyslop The Government Economic Strategy states that a new science strategy for Scotland will outline how science will underpin Scotland''s success as a nation through developing knowledge exchange between academia and business, increasing the flow of overseas investment into Scotland''s research and development base and developing the science base. Current policy development work includes engagement with the Scottish Science Advisory Committee and we shall also engage with a wide range of key stakeholders, based on those who responded to the formal consultation in 2006-07, and others as appropriate. As indicated in the response to question S3W-4458 no publication date has been set but it is expected that the strategy will be published in 2008, after the summer recess.

To ask the Scottish Executive what further consideration it has given to extending the exemption from water charges for churches and other voluntary organisations beyond 2010.
Answer
The Scottish Government is consulting on the future of the small organisation water charges exemption scheme as part of its consultation on the wider Principles of Charging for 2010-14. This closes on 29 February 2008.
We will consider in light of all responses to that consultation what future form if any the exemption scheme will take.

Yes. One of the requirements of the EC Environmental Noise Directive is that all noise maps produced must be made available to the public. The maps together with other related information can be found at
www.scottishnoisemapping.org.
