To ask the Scottish Executive what level of “dawn to dusk cover” was operated by each operational division of the Scottish Ambulance Service at 13 February in each year from 2000 to 2007, broken down by day of the week, shift time and number of vehicles.

Answer
There are 17 exemptions tothe disclosure of information provided for in the Freedom of Information (Scotland)Act 2002. The Executive has used all but one of these exemptions - AuditFunctions - as and when appropriate to the particular request.

To ask the Scottish Executive how many Brix notes have been considered by Scottish ministers to be exempt from disclosure under the Freedom of Information (Scotland) Act 2002, broken down by month since March 2006.
Answer
The Scottish Executive’s Freedomof Information Unit have been notified of the following requests for Brix notesin each month since March 2006 for which a refusal notice has been issuedbecause an exemption under the act applies. April 2006 - 6, May 2006 - 6, June 2006- 12, July 2006 - 18. Between August 2006 and January 2007 - 4.

To ask the Scottish Executive, further to the answer to question S2W-30721 by Nicol Stephen on 21 December 2006, what steps it has taken to allow providers other than BT, such as Tiscali, to provide broadband services to areas such as Galashiels.
Answer
All Scottish telephone exchangeareas can be served by retail providers, other than BT.
The smaller 148 Exchange Activateexchanges upgraded for broadband under the Executive’s supply-side interventionin 2005 also allow other providers, in addition to BT, to offer services. Both BTand the Executive have taken action to make Internet Service Providers (ISP) awareof their opportunities to provide services on these exchanges.

To ask the Scottish Executive how many jobs it estimates will be lost in the next 12 months as a direct result of changes it has made to the administration of European structural funds for projects supported and operated by the voluntary sector.
Answer
It is not possible to estimatefully the impacts arising from changes to EU funding as the programmes have notbeen approved by the European Commission. However, changes to the administrationto the funds would not directly lead to job losses in any sector. Any changes thatwill be introduced would be designed to ease administration burdens on project sponsors.
It has been claimed that thedelay to the start of the new programmes would see EU-funded projects close andredundancies ensue. Through a combination of operating a “shadow” European StructuralFund (ESF) round of £12 million of Executive funding from January and recyclingmore than £6 million funding from the existing ESF programmes to prolong currentprojects, the Executive has worked to ensure that this would not happen.

To ask the Scottish Executive how many people (a) directly benefited from projects run by the voluntary sector with European structural funds administered by ministers in each year since 2000 and (b) are expected to benefit from such projects in each year from 2007 to 2010.
Answer
Information is not held centrally on the number of people who benefited from projects run byorganisations in specific sectors.
The last published figures inthe Annual Implementation Reports for the three ESF Programmes show that thetotal number of beneficiaries assisted by each of the European Social FundProgrammes up to December 2005 are as follows:
Objective 1 Programme: 28,678
Objective 2 Programme: 9,107
Objective 3 Programme: 250,620.
In total 288,405 beneficiarieswere assisted from 2000-05. The total isreported on as a cumulative number as many of projects run for more than oneyear.
It is not possible toestimate fully the number of beneficiaries who will benefit from projects forthe 2007-13 period, as the programme priorities and allocations will not befinalised until negotiations with the Commission have completed.
