To ask the Scottish Government what recent discussions it has had with COSLA about ensuring resilience within local authorities to continue delivering externally-commissioned statutory services in the event of provider failure.
Answer
I regularly meet with representatives of COSLA including through a monthly relationship meeting with their Presidential Team. Those discussions provide the opportunity for COSLA to raise areas of priority for local government with me and we jointly consider what support the Scottish Government can potentially provide - discussion on this specific issue have not taken place to date.
It is for individual councils to plan for the operation of services, including contingency planning, particularly where these are needed to fulfil their statutory duties. The Scottish Government does engage with and involve COSLA on behalf of local authorities on what they might need to support those responsibilities, including funding but also guidance and other materials.

To ask the Scottish Government whether it will provide an update on when it will publish the updated National Litter and Flytipping Strategy.
Answer
The Scottish Government has been working in partnership with Zero Waste Scotland, Scottish Environment Protection Agency and Keep Scotland Beautiful to finalise the National Litter and Flytipping Strategy.
The final Strategy, and an accompanying action plan, will be published by the end of March 2023.

To ask the Scottish Government what financial support, other than bursaries provided by the Scottish Social Services Council, is available to any postgraduate social work students who are completing full-time unpaid placements without access to Student Awards Agency Scotland support or student loans.
Answer
The Scottish Government understands the challenges faced by students who are required to balance study with other commitments, and the additional costs incurred during their time spent studying.
Postgraduate Social Work students who are undertaking full-time placements as part of their course, and are experiencing financial hardship, can apply to their institutions for hardship funds. The Scottish Social Services Council (SSSC) also administer a hardship fund. This is in addition to the bursary available to postgraduate Social Work students provided by the SSSC.
