Transport Scotland has set out a Stage 1 and Stage 2 evaluation of the Young Persons’ Free Bus Travel Scheme following the first full year of operation. The evaluation will assess the short and medium outcomes and the long term impact of the scheme by comparing conditions at different stages.

During the first year of operation (Stage1), short term outcomes of the scheme such as uptake of entitlement and travel behaviour will be evaluated. Uptake of the scheme will be monitored directly through the application process, which launched on 10 January 2022, and data on usage of the entitlement will be collected through recording of journeys made using the National Entitlement Card. Reports from this evaluation will be published on the Transport Scotland website.

It is an objective of the free bus schemes that bus operators should be financially no better and no worse off as a result of their participation. This objective should mean that there are not subsequent fare pressures on fare paying passengers as a result of the scheme. We have worked with the Confederation of Passenger Transport to arrive at reimbursement rates which seek to meet this aim. Usage of the Young Persons Scheme will be closely monitored to refine the reimbursement model as necessary.

The five commitments made in the 2019-20 Programme for Government were; 1) appoint a Chief Medical Officer Speciality Advisor for stroke care, 2) review and improve the current stroke care bundle to improve outcomes for patients, 3) collaborate across government on stroke prevention and raising awareness of the signs of stroke, 4) begin work to scope out and define what a progressive stroke unit looks like, and 5) ensure that a national planning framework is in place for a high quality and clinically safe thrombectomy service.

Updates are as follows;

Professor Martin Dennis (Chief Medical Officer Specialty Advisor for Stroke) and Dr Fiona Wright (Deputy Chief Medical Officer Speciality Advisor for Stroke) were appointed in 2020.

The Scottish Stroke Care Audit standards have, for several years, included the proportion of patients with a final diagnosis of stroke who were managed in accordance with all four standards comprising the care bundle. The standards within the bundle include the prompt delivery of: a) admission to a stroke unit; b) brain scanning; c) screening for swallow problems; and d) administering aspirin (unless contraindicated). The standards are regularly reviewed in line with current evidence and updated guidelines.

We have progressed with work to scope out and define a progressive stroke pathway. The resulting document is expected in early 2022. It will set out our vision for what stroke services across Scotland should deliver across the whole patient pathway, including prevention, recognition of stroke, timely access to acute and hyperacute care and the provision of stroke rehabilitation.

We remain committed to introducing a high quality and clinically safe thrombectomy service in Scotland. A pilot thrombectomy programme began in the North of Scotland at NHS Tayside on 9 November 2020 and the East of Scotland began their pilot service on the 6th September 2021. A Scotland wide service is expected to be operational by 2023.

The Scottish Government has engaged widely with stakeholders and partners about the introduction of a licensing scheme for short-term let accommodation. Since January 2020, Ministers and or Scottish Government officials have had 13 meetings with representatives from different local authorities in Scotland. Details of these meetings, including when control areas were discussed, can be found in a recent Freedom of Information response at: https://www.gov.scot/publications/foi-202100228791/ .

When deciding to designate all or part of an area as a short-term let control area, a planning authority must submit their proposal to Scottish Minsters for approval. We are aware the City of Edinburgh Council and Highland Council are currently progressing plans to designate control areas, in order to address pressures created by secondary letting, but these have not yet been submitted to Ministers for consideration.

A fundamental purpose of the scheme is to ensure basic safety standards are met in all types of short-term let accommodation across Scotland. It is therefore mandatory for operators and licensing authorities to abide by the scheme, which will help to ensure the safety of guests and neighbours. The Scottish Government would expect local authorities to act in compliance with their statutory duties if a licensing authority did not have a licensing scheme in place by this date, it could be subject to challenge. If a failure to comply with statute was successfully judicially reviewed, the Court of Session could order that particular action be taken to remedy that.

In 2021, we published draft guidance for licensing authorities, letting agencies and platforms to inform our consultation. We are now in the process of reconvening the stakeholder working group, which includes local authority representatives, to update and publish revised guidance to enable operators and licensing authorities to review their preparations for implementation.

The guidance sets out that we want licensing authorities to take a risk-based and proportionate approach that will enable them to sustainably recover their own costs associated with establishing and administering the licensing scheme within a ‘not for profit’ fee based structure. Section F of our updated Business and Regulatory Impact Assessment (BRIA) , published on 23 November, also provides further information about recovery of costs through fees.

In line with Scottish Government’s Digital Strategy, we have encouraged licensing authorities to work towards a digital first approach to administering the scheme. We have also encouraged licensing authorities to have paper copies of relevant information, and the application form, available upon request for people who cannot access them online and to provide support to access online services at their offices.

ZWS is a company limited by guarantee that is independent from the Scottish Government and it is for Zero Waste Scotland to respond to calls about its reports. Zero Waste Scotland has advised us that the analysis is based on UK-wide data, which is the best and only data set currently available relating to scrap steel management in Scotland, scaled to allow for different scenarios to be modelled and compared within a Scottish context.

As demand for COVID testing reaches new levels, we continue to adapt the Test & Protect system in order to protect the vulnerable and support the resilience of essential workforces.

From Wednesday 29 December prioritised booking slots have been made available at test sites for all essential workers, including health and care workers and this covers agency staff. Prioritised booking slots can be accessed by clicking to confirm you are an essential worker when booking a test online.

This is in addition to the local arrangements that Health and Social Care Partnerships (HSCPs) and NHS health boards have in place for PCR testing for employees including agency staff.

Works are underway at Troon harbour which will be used as an alternative mainland port to support CalMac services. Troon will also support the operation of the Ardrossan-Brodick/Campbeltown ferry services when they are temporarily diverted during the construction phase of the Ardrossan Harbour redevelopment project.

These works are closely monitored and are set to be completed before the scheduled introduction of the MV Glen Sannox.

In addition, upgrade works as part of the Skye Triangle Infrastructure Programme at Tarbert (Harris) and Uig (Skye) ports are currently in the construction phase, and are expected to be completed by early 2022 and Summer 2023 respectively.

Lochmaddy (North Uist) is currently in procurement phase with a contract award expected early 2022 and completion of works by Spring 2023; programme dates are subject to funding approval and contractor mobilisation.

Through the Equality Data Improvement Programme, officials recently undertook an audit of datasets used by the Scottish Government to identify the extent to which data on each of the nine protected characteristics are collected and published. The next stage, which is underway, will use this information to produce an equality data improvement plan for each analytical area, identifying immediate improvements to datasets that can be completed by the end of 2022 and longer-term improvements that can be completed by the end of 2025. Stakeholders, including equality organisations, will be consulted to help identify priority datasets in Spring 2022.

The Scottish Government continues to monitor the Nationality and Borders Bill and has not yet concluded legislative consent consideration, following amendments made to the Bill in December.

If we conclude that any provisions in the Bill are on matters within the legislative competence of the Scottish Parliament, or change the legislative competence of the Scottish Parliament or executive competence of the Scottish Ministers, I will seek to lodge a legislative consent memorandum and will set out the relevant provisions for the consideration of the Scottish Parliament.

A range of considerations have been taken into account by Scottish Water to set charge levels for 2022-23 including the level of inflation, potential council tax increases, the economic circumstances of customers, customer views, the cash balances of the business and the implications for charges across the rest of the 2021-27 regulatory period.
