Our best and final estimate of the number of reverse vending machines (RVMs) that will be required to operate Scotland’s Deposit Return Scheme (DRS) is 3,021, as set out in Table 2 of the amended final Business and Regulatory Impact Assessment (BRIA) published on 15 December 2021. At the time of drafting the amended final BRIA, Circularity Scotland Ltd (CSL) confirmed that this matched their estimate.

We have had no further discussions with CSL regarding any estimated numbers of RVMs since that time and do not recognise the figure of around 5,000. Although it is entirely appropriate for CSL to continue to update its own assumptions regarding key parameters for DRS, our best and final estimate prior to implementation remains unchanged and we have no intention to further revisit the amended final BRIA.

The Medication Assisted Treatment (MAT) standards were published on 31 May 2021, and the Scottish Government made a commitment that Health and Social Care Partnerships (HSCPs) will embed the standards by April 2022.

Work to embed the MAT standards by local services and Alcohol and Drug Partnerships (ADPs) is a crucial and significant undertaking. To support progress, we are providing multi-year funding to HSCPs specifically for the standards and have set up a MAT support team, based within Public Health Scotland to lead this work.

I have committed to update Parliament on the progress of MAT standards on a six monthly basis and will be returning to Parliament in June to provide an update on progress on embedding the standards.

Local progress from each HSCP area is currently being evaluated and a report will be published in June to coincide with the update to Parliament. This report will be a collation of process, data and lived experience evaluation. This will be followed in short order during the summer with a report providing more detail of work undertaken in each area.

April 2022 is not the end of line for the standards and what happens post April is as equally important. From now and over the life of the National Mission, work will continue on the standards to make sure they are not only embedded, but are improving and are sustainable.

The eligibility criteria for new COVID-19 treatments were developed by an independent expert working group commissioned by the UK Department of Health and Social Care, based on detailed clinical evidence. The criteria are set out in a UK-wide clinical commissioning policy . The policy targets those higher risk individuals who have the potential to both be least likely to generate a material immune response to vaccines and be at highest risk of disease progression, hospitalisation and death.

The UK Department of Health and Social Care has recently established an expert panel to provide advice to the UK Chief Medical Officers (CMOs) on which patient cohorts should be eligible for access to COVID-19 treatments, including whether changes should be made to which patient cohorts are currently eligible for direct access to antivirals to reduce the risk of hospitalisation. We want all pupils to respect their peers and staff, and are supporting a number of programmes to promote positive relationships and behaviour. This includes good behaviour management, restorative approaches and programmes to help develop social, emotional and behavioural skills.

There are a range of strategies and programmes which schools can and do use to improve relationships and behaviour in schools. These include a range of relationship based and trauma informed approaches including those that are nurturing and restorative, and curriculum based programmes that develop social, emotional and behavioural needs.

The National Improvement Hub provides all of our practitioners, parents and young people themselves with specific good practice models to review. We, and partners across the education sector, advocate an approach for schools and local authorities to work with pupils on the underlying reasons behind inappropriate behaviour. We published guidance in 2018 ‘Developing a positive whole school ethos and culture: relationships, learning and behaviour’ to support local authorities, education settings, practitioners and partners to further improve the ethos and culture, and relationships and behaviour in Scottish schools. This is in addition to national guidance on the prevention and management of exclusion from school which was published in 2017.

The Scottish Advisory Group on Relationships and Behaviour in Schools is considering the next round of the Behaviour in Scottish Schools Research which was delayed due to COVID-19. The research informs the further development of policy, guidance and support by providing a clear and robust picture of current relationships and behaviour, and of policy and practice in this area.

The Scottish Government is fully committed to promoting Fair Work practices throughout Scotland and will continue to press the UK Government for the full set of powers around employment law in order to allow us to fully deliver our Fair Work ambitions, including replacing the National Minimum Wage (NMW) with the real Living Wage as set out in the Fair Work Action Plan. The Scottish Government also supports the abolition of the apprentice rate and a move towards the real Living Wage for all apprentices.

The Scottish Government, as an employer, has an on-going commitment to supporting payment of the real Living Wage in our public sector pay policy in a manner consistent with the terms of the living wage foundation accreditation scheme.

The pay policy applies directly to staff within over 50 public bodies, however the Scottish Government would encourage all public sector workforces to take a similar approach.

Public officials, including Ministers, MSPs and councillors, are subject to Code of Conducts which provide a clear set of principles and standards for their behaviour, including how to avoid undue interference from external actors. We believe the public should have trust in those they elect.

Setting and paying the handling fee is a matter for return-point operators and the scheme administrator, as provided for by regulation 11 of the Deposit and Return Scheme for Scotland Regulations 2020. That is in line with the principle of industry leadership of the scheme, and the Scottish Government is not involved in this process.

Scottish Ministers are still considering the wealth of information provided through the recent National Care Service (NCS) public consultation.

In that consultation we sought views on a remit for the NCS to develop and manage a National Commissioning and Procurement Structure of Standards and Processes for ethical commissioning and procuring of social care services and supports. We will develop the approach to national and local level ethical commissioning and procurement with partners, stakeholders and those who deliver and receive care.

Local authority and other public service social care provision will remain important in delivering social care.

As part of the British Sign Language National Plan 2017 – 2023 , we have a commitment to work with partners to deliver and evaluate two training programmes aimed at supporting BSL/English interpreters to work within the Justice sector, with a view to informing a longer-term approach. Queen Margaret University now offers an elective module for BSL interpreting in Justice settings; more details can be found in the Scottish Government’s British Sign Language: Progress Report 2021 . The BSL Justice Advisory Group met again for the first time after the pandemic in October 2021, and another meeting was held in March 2022, where plans to develop workstreams was discussed. This includes looking at improvement in provision of BSL and English interpreters in courts and police stations, and potential solutions to current issues reported by case studies.
