As set out in the Heat in Buildings Strategy, the Scottish Government has committed to phasing out the need to install new or replacement boilers in off-gas grid homes from 2025 and in on-gas grid areas from 2030.

The Scottish Government continues to consider a range of possible means to implement this commitment – including forming views on the feasibility of creating new systems to register the sale and/or installation of boilers.

We will consult on a proposed approach in the coming year.

A report on the STEM Education and Training Strategy will be published on the Scottish Government website today - www.gov.scot/isbn/9781804353592

The report highlights progress made on a range of STEM-related education and training initiatives; including those areas where progress has been more challenging. Among other things the report notes recent work on responding to the Logan Review of the Scottish Technology Ecosystem, progress on the Young STEM Leader awards initiative and a new round of STEM education grants.

The report also sets out our intention to continue to operate under the current STEM strategy until 2025, and we will continue to publish annual reports until then.

The Scottish Government has no current plans to review the Town and Country Planning (Environmental Impact Assessment) (Scotland) Regulations 2017.

The fact that a particular type of development is not specifically mentioned does not necessarily mean it falls outside the scope of the Regulations. Guidance on establishing whether EIA is required is set out in Scottish Government Planning Circular 1/2017: Environmental Impact Assessment Regulations. The mandatory training course will include information on important practical safety elements to consider when purchasing and using fireworks, including what is permitted under relevant fireworks legislation, as well as how to be a considerate and responsible fireworks user.

The Scottish Government intends to work collaboratively with a range of stakeholders on the development of the training course, which will be set out in future regulations. This includes animal welfare charities, as well as other stakeholders such as community safety partners, disabilities organisations and the firework industry. It is recognised that stakeholder input will be important to ensure that the training course is fit for purpose, and includes information for licence holders on the broad range of issues and areas that are impacted by fireworks.

The Bill also includes a consultation requirement for regulations made in relation to the licensing system. This will ensure that stakeholders have the opportunity to contribute to and share their views and opinions on the proposed training course.

The Scottish Government has committed a further £20 million over the parliamentary term to our Detect Cancer Early Programme, which aims to provide greater public awareness of signs and symptoms of cancer to improve earlier diagnosis rates.

Significant funding has also been targeted at increasing diagnostic capacity across NHS Scotland. This includes our Endoscopy and Urology Diagnostic Recovery and Renewal plan to specifically support scope based diagnostics backed by £70 million and our £1bn NHS Recovery Plan which sets out our plans and ambitions for the next five years.

The NHS remains under sustained pressure as a result of COVID-19, with the number of people awaiting diagnostic tests now at the highest level since 2018. Patients continue to be seen based on their clinical urgency, for example those referred with an urgent suspicion of cancer continue to be prioritised for key diagnostic tests.

Whilst Scottish Ministers set the strategic policy for the NHS in Scotland, responsibility for service delivery rests locally with Health Boards. Scottish Ministers expect satisfactory specialist and condition-specific support and care to be delivered for the benefit of all patients.

The requisite education and training to support people with neurological conditions, including MS, is provided to NHS Western Isles specialist nursing staff, in collaboration with NHS Greater Glasgow and Clyde Neurology Service.

The Board's Lead Nurse for Specialist Nursing provides leadership and management to its neurology service, to ensure that clinical standards are met and the caseload is effectively managed.

To support the delivery of the Neurological Framework, the Scottish Government has commissioned Healthcare Improvement Scotland (HIS) to support quality assurance of the implementation of the HIS General Standards for neurological care. Condition-specific third sector organisations will be an integral part of this evaluation and will help us understand how these standards are being implemented for people across Scotland.

We are carefully considering the recommendations of the Independent Review of the Role of Incineration in Scotland’s Waste Hierarchy. We will set out our initial response to the recommendations in June 2022.

As set out in our Housing to 2040 strategy, we are taking forward a review of the current housing adaptations system and will make recommendations on how best to improve and streamline the system. As part of that work we will engage with key stakeholders later in this financial year.

We are carefully considering the recommendations of the Independent Review of the Role of Incineration in Scotland’s Waste Hierarchy. We will set out our initial response to the recommendations in June 2022.

The Pollution, Prevention and Control (Scotland) Regulations 2012) (the “PPC regulations”) require that permits for the incineration or co-incineration of municipal waste contain such conditions as SEPA considers necessary to ensure, where practicable, that no waste including non-ferrous metals or hard plastics is incinerated or co-incinerated.

The recently published report on the Review of the Role of Incineration in the Waste Hierarchy makes a provisional recommendation on strengthening requirements for pre-treatment for residual waste. We are carefully considering all recommendations made in the report and will set out our initial response in June.
