The Code of Conduct for Property Factors sets out minimum standards of practice and encourages transparency, while ensuring that homeowners know what to expect from their property factors. A revised Code of Conduct for Property Factors was approved by resolution of the Scottish Parliament in March 2021. This brought the Code of Conduct up to date, clarified and strengthened it, ensuring that all registered property factors operate consistently and to the appropriate standards, while also giving homeowners confidence in what their factor is offering them. The responses from homeowners to the public consultation for a revised Code of Conduct for Property Factors did not suggest that excessive or unjustified management fees was an area of concern. A property factor must provide each homeowner with a comprehensible written statement of services that sets out, in a simple, structured way, the terms and service delivery standards of the arrangement in place between them and the homeowner. This includes a requirement to set out the management fee charged by the property factor and the property factor’s policy for reviewing and increasing or decreasing this management fee. The revised Code will come into force on 16 August 2021.

While the Scottish Government has no plans to make changes that affect the remit of the First-tier Tribunal for Scotland (Housing and Property Chamber) at present, it is our intention to review the existing legislation to identify areas for consideration to strengthen and support the improved operation of the regulatory regime for property factors. We hope to undertake this work in the latter half of this operational year with the intention of including any proposed changes in a suitable legislative vehicle thereafter.

Housing to 2040 is Scotland’s first ever long-term national housing strategy and makes clear our ambition to deliver 100,000 affordable homes by
‎ 2031-32, 70% of which will be for social rent.

Local authorities as the statutory housing authority are responsible for assessing housing requirements in their area and setting out their plans to meet these requirements as part of their Local Housing Strategy and Strategic Housing Investment Plan.

We have confirmed with Public Health Scotland (PHS) that there is a sentinel surveillance scheme. The symptomatic dataset is a very small sample; consequently, any potential analysis would not be robust. However, we are assured that the ZOE app does include Scottish data; moreover, PHS does not believe that there is any reason to assume Scottish only data would be different.

In line with the principle of producer responsibility, it is for Circularity Scotland Ltd as scheme administrator of Scotland’s Deposit Return Scheme (DRS) to put in place policies that will allow it to discharge its obligations under the DRS Regulations.

We are confident that, as set out on page 32 of the Business and Regulatory Impact Assessment (BRIA) for DRS, our ‘scheme has been designed with features that mitigate the potential impact on smaller producers and retailers’. The most recent data published by the Scottish Government show that the forestry estate in Scotland currently removes over 6MtCO ₂ annually. These removals are net of any CO ₂ emissions from forestry operations and forest soils.

Scottish Forestry has commissioned further research to provide the latest quantitative evidence on these impacts for different types of woodland. This research will be released later in 2021. Preliminary results show that emissions from forest operations are very low compared to removals as trees grow.

It is for developers and the market to decide whether or not to bring forward proposals for new electricity generating stations in Scotland.

Our 2017 Energy Strategy set out our priority for a whole system approach that promotes renewables and other low carbon alternatives as part of a diverse, well balanced energy supply. The Strategy confirmed that we do not support a new generation of nuclear stations under current technologies. The economics of these stations are prohibitive, especially given the falling costs of renewable and storage technologies.

As set out in our update to the Climate Change Plan, we will take steps to improve waste data by working with the UK Government, other devolved governments, and agencies such as SEPA, to develop and implement the electronic waste tracking system. This step change in the quality and timeliness of waste data will support decision-making and underpin the key building blocks required to reduce emissions and drive delivery on existing waste and recycling targets.

A joint consultation is being planned for this summer on behalf of all four nations of the UK. This consultation will seek views on how and when mandatory digital waste tracking should be implemented.

The Covid-19 test kits are home PCR kits provided by NHS Test & Trace. The cost of the kits is set by the UK Government and the process managed through its contract with the travel management company CTM.

Currently, the Scottish Government does not allow use of private test providers for international travellers arriving into Scotland from green and amber list countries.

We are having on-going discussions with the UK government on using private test providers and exploring ways to allow private testing for travellers coming to Scotland provided we are confident in the flow of data into contact tracing services and that all positive test results are analysed to identify any variants of concern.

Arran ferry services were not impacted by the fire at Troon rail station. Rail connections between Glasgow and Ardrossan were maintained throughout the period of closure at Troon and temporary bus replacement links were put in place for passengers making journeys to and from the south.

Following repairs undertaken by Network Rail, the Glasgow Central to Ayr services were re-instated on Monday 26th July from platform two, with Northbound services to Glasgow set to call at the station from Friday 30 July when platform one reopens.

In preparation for the temporary move of the Ardrossan-Brodick/Campbeltown ferry services to Troon for a period of up to 21 months; CalMac Ferries Ltd (CFL) will as part of service continuity planning engage with Transport Scotland and ScotRail to take cognisance of integrated travel with other modes for onward travel connections.

First-time buyers can access a variety of support to become a home owner, including the Help to Buy Smaller Developers Scheme and the Low Cost Initiative for First-Time Buyers (LIFT). In addition, the first-time buyer relief for Land and Building Transaction Tax means that an estimated 8 out of 10 first-time buyers pay no tax at all.

Despite being closed to new applications, the main Help to Buy scheme and First Home Fund continue to benefit first-time buyers across Scotland with settlements occurring throughout this financial year.
