Housing to 2040 sets out the Scottish Government’s strategy to ensure that housing in 2040 will support people to live in affordable homes that meet their accessibility needs as well as net zero targets. This is a long term strategy for new and existing homes, underpinned by the new tenure-neutral Housing Standard for Scotland which is currently under development and which will include elements relating to retrofit. There will be extensive consultation and engagement with stakeholders to ensure that accessibility needs are appropriately considered and that the new standard aligns with Heat in Buildings ambitions for meeting net zero targets.

Scotland’s first three Early Cancer Diagnostic Centres (ECDC) are pilots to help inform wider roll-out of an optimal model for patients with non-specific symptoms suspicious of cancer.

All three Centres are using a nationally agreed minimum data-set, capturing patient identifiable data locally. A sub-section of this data will be published by the three Boards later this Summer to mark one-year since the early adopter sites were established.

Meanwhile, work is underway with Public Health Scotland to scope and progress the national data collection of ECDCs as more sites are expected to come on-stream.

Everyone needs a safe, warm place to call home, but I know that news of energy price rises will cause many people to worry about their fuel bills. My foremost concern is for households who are affected by these price rises, particularly those who are in or at risk of fuel poverty.

I also know that many energy consumers have seen their direct debit payments increase during this time, some to an excessive degree based on their usage. Unfortunately, regulation in the gas and electricity supply markets remains reserved to the UK Government meaning the Scottish Government’s potential actions are limited.

Within this context we have remained in contact with the UK Government and the energy regulator, Ofgem to raise the concerns of Scottish consumers in light of the large scale changes we are seeing in the energy market.

NHS Board’s baseline revenue allocations are set out annually in the Scottish Budget, as published on the Scottish Government’s website. In addition, resource and capital spending limits are reported in Board’s annual accounts, which are published on their websites.

Since 2018-19, funding for frontline boards has increased by 17.4%.

The Scottish Government allocates funding to territorial NHS Boards based on the NRAC formula. The NRAC formula takes into account factors in addition to population levels, including relative deprivation and need for healthcare in different NHS Board areas.

Since 2012-13, almost £2.6 billion additional funding has been committed to those NHS Boards below their NRAC parity levels, bringing all boards to within 0.8% of parity.

The Heart Disease Action Plan (2021), sets out a strategic vision to ensure that everyone with suspected heart disease in Scotland has equitable access to timely and evidence-based diagnosis, treatment and care. Priority 2 in the plan contains a focus on improving access to diagnostics, including imaging.

There are no Scottish Intercollegiate Guidelines Network (SIGN) guidelines for takotsubo cardiomyopathy. The decision to create, update and/or replace any SIGN guideline is made independently by the Evidence Directorate Work Programme Committee in Healthcare Improvement Scotland (HIS). Any group or individual can propose a guideline topic to SIGN. Guideline topics are selected on the basis of burden of disease, the existence of variation in practice, and the potential to improve outcomes.

Chief Scientist Office (CSO) is not currently directly funding research into Takotsubo Cardiomyopathy, though there is an active programme of research into this condition led by the University of Aberdeen. This research has taken place with Scotland-wide recruitment of participants with the support of NHS Research and Development which is funded by CSO.

The Housing for Varying Needs design guide offers good practice in the design of homes in order to help them achieve a degree of flexibility, suit people of varying needs, be convenient to use, and be fit for purpose. Where possible, all new affordable homes delivered through the Affordable Housing Supply Programme are built to Housing for Varying Needs standards.

As set out within the Housing to 2040 route map, we are reviewing the Housing for Varying Needs design guide. We want the guide to help better meet the needs of an ageing population, help people to live in their home for longer, consider a wider range of needs, and learn lessons from the pandemic by recognising the importance of outdoor space, and space for home working or study.

We plan to consult on proposed changes to the guide over the coming months and will wish to engage with disability groups and those with experience of living in homes delivered to Housing for Varying Needs standards, as well as those involved in the delivery of new homes.

Once complete, the review of Housing for Varying Needs will inform the introduction of building standards in 2025-26 to underpin a new Scottish Accessible Homes Standard, which all new homes will need to achieve, regardless of tenure.

The overall financial model, is a commercial negotiation between Global Energy Group and Haizea Wind Group, but I can confirm that Haizea has received no public funding. This government is supportive of the efforts by Global Energy Group, owners of the port of Nigg to strengthen our domestic supply chain capacity, by developing manufacturing facilities at the port. Working alongside our Enterprise Agencies, we are committed to ensuring our supply chain is given all available opportunities to capitalise on the growth of the offshore renewables sector, sustaining existing skilled jobs and delivering new ones. The priority now for Global Energy Group is to develop a revised business case which continues with the aim to deliver a world class manufacturing facility at Nigg. This business case will of course take into account a revised financial model, both private sector and public sector funding and will seek to set out revised milestones with a target of delivering towers.

The Scottish Government continues to prioritise investment in health and social care and to work with health boards to address financial pressures across the system. Investment of over £73 billion over the Resource Spending Review period, and a further £1.3 billion capital investment to 2025-26, will support recovery and redesign of services and delivery of a financially, environmentally and socially sustainable health service.

The upcoming NHS Climate Emergency and Sustainability Strategy calls for Health Boards to focus on energy efficiency measures and the generation of on-site renewable electricity through solar panels and wind turbines. Short and medium term reductions in electricity use will provide reductions in cumulative emissions, i.e. the total emissions resulting from the NHS over the period, as well as limiting energy bills.

The Scottish Government’s Heat in Buildings Strategy sets out that its Green Public Sector Estate Decarbonisation scheme will invest a minimum of £200 million between 2021-2026 in public sector energy efficiency and decarbonisation improvements. Health Boards have successfully applied for funding in the first round of that scheme and will be supported to apply to future rounds as well. Up to £50,000 of pre-capital funding is also available per organisation to carry out measures such as energy audits to inform the development of energy efficiency and transition programmes.

The Agri Environment Climate Scheme (AECS) has supported the conversion of over 34,000 Ha of land to organic standards over the life of the Scheme and the total area under management in 2022 is 85,077 Ha. To date a total of 495 organics contracts have been approved, with £28.8m committed. Historically very few applications for organic conversion have been denied where they meet the eligibility criteria, and approvals from the 2021 round in particular have seen the area of organic land receiving support increase by a fifth from the previous year.

Applications for organic conversion support in the AECS 2022 round are currently being assessed and no approval decisions have been made, however I can confirm that SG received applications from 34 businesses. Once assessed, this has the potential to put more than 8,000 Ha into organic conversion from 2023, across all land type options under the Scheme.

We are committed to extending AECS up to the end of the period of stability in 2024. This will continue to underpin the ambition for organic farming set out Programme for Government 2021-22, alongside a suite of other measures aimed at promoting low carbon farming and protecting the environment. We also will seek new opportunities to prioritise local and organic produce in public sector menus, and we are committed to seeing more organic farming and organic produce for sale in Scotland. We will work with the sector to establish a new Organic Food and Farming Action Plan.
