The Committee on Climate Change (CCC) is the statutory advisory body to the Scottish Ministers in respect of meeting their duties under climate change legislation.

The CCC has stated that, with respect to the decarbonisation of heat, our short-term priorities should be a reduction in demand through improved energy efficiency and the installation of renewable heating systems in off-gas buildings where the carbon intensity of displaced fuel is greater than on-gas areas.

This advice is set out in the CCC’s ‘Next Steps for UK Heat Policy’ publication, which can be found at: https://www.theccc.org.uk/publication/next-steps-for-uk-heat-policy/ . This advice has informed our proposed approach to heat decarbonisation set out in our final Heat in Buildings Strategy, published on 7 October 2021.

No date has been set to close the Tenant Hardship Loan Fund (THLF) to new applicants. The THLF will continue to be part of the range of support available for tenants, alongside the Tenant Grant Fund, to help those struggling to pay their rent due to the pandemic.

Our clear ambition is that no one should be inappropriately delayed in hospital once they are clinically ready for discharge. However, given the current challenges health and social care partnerships are experiencing in relation to recruitment of care staff, and the increased level of needs people are presenting with, we need to set a realistic trajectory for reduction. Our intention is therefore to see a return to the position seen between the Summer of 2020 and Spring of 2021, freeing up at least 500 beds for winter.

As set out in the Heat in Buildings Strategy, we will phase out the need to install new or replacement fossil fuel heating systems, in off-gas grid homes from 2025 and in on-gas areas from 2030, subject to technological developments and decisions by the UK Government in reserved areas.

The Scottish Government will consult further on this proposal during 2022.

We are taking forward a number of recommendations made by the Short Life Working Group on Ventilation in order to improve airflow in settings where transmission of Covid-19 is most likely to occur. As the First Minister stated when she announced this £25 million package of funding, the support will focus on the hospitality and leisure sectors although the specific sectors and premises that will be eligible for financial support through this fund is still being determined and community halls are being actively considered as part of this process.

The Scottish Government’s draft Heat in Buildings Strategy proposed that any regulations requiring the installation of zero emissions heating systems would be phased in, with all building owners being required to comply by 2045.

The draft Strategy specified that it may be appropriate to require earlier compliance from, for example, those using high emissions fuels like heating oil or coal (which are more prevalent in off-gas grid areas).

The draft Strategy was subject to consultation from 5 February to 30 April 2021, and questions 48 and 49 specifically asked for views on the regulatory actions and timescales proposed.

As set out in our final Heat in Buildings Strategy, published on 7 October 2021, the Scottish Government will consult in further detail on our commitment to phase out the installation of fossil fuel heating systems during 2022.

The Scottish Government will publish a series of impact assessments which, amongst a range of other issues, consider the effect that the actions we have set out in the Heat in Buildings Strategy will have on fuel poverty.

These impact assessments have been taken into account in the development of the Heat in Buildings Strategy, and will inform our programmes and specific policies – including in our commitment to phase out the installation of fossil fuel heating systems.

Any subsequent legislation required to deliver on our commitment to phase out the installation of fossil fuel heating systems will also be subject to appropriate impact assessments and consultation. This will allow the Scottish Parliament the opportunity to fully scrutinise the impacts of our proposals.

We will also publish our Fuel Poverty Strategy later this year and, as per the Fuel Poverty (Targets, Definition and Strategy) (Scotland) Act 2019, we will publish a report on our progress towards meeting the statutory fuel poverty targets every three years.

I can confirm that I have laid a report in Parliament today that provides an update on the Scottish Government’s renewable heat target. The report is now available on the Scottish Government website (at www.gov.scot/isbn/9781802015348 ).

Renewable heat generated in Scotland in 2020 was equivalent to 6.4% of non-electrical fuels consumed for heat. This represents a slight decrease in useful renewable heat generated since 2019. This reduction in renewable heat was largely due to reduced output from large biomass systems at industrial sites, and should be seen in the context of a difficult year for the Scottish economy due to the pandemic.

Reaching 6.4% renewable heat means we missed the 11% target, and is clearly disappointing. Deployment of renewable heat has seen challenges over the past decade. For example, the delay in introducing tariff guarantees for the Renewable Heat Incentive resulted in uncertainties for businesses in Scotland and delays to investment in new capacity. Challenges to deployment have been accompanied by outturn data on higher than anticipated demand that indicate that around a third more non-electrical fuel is consumed for heat than had been anticipated in 2009.

Beneath the headline statistic we see continued growth in the deployment of building-level renewable heat systems, particularly heat pumps. The Heat in Buildings Strategy, published earlier this month, makes clear we must accelerate deployment of zero emissions heat technologies so that by 2030 over 1 million homes and the equivalent of 50,000 non-domestic buildings are converted to zero emissions heat. The Heat in Buildings Strategy sets out an ambitious policy package to achieve this, including our commitment to invest at least £1.8 billion over the course of this parliament to help kick-start growth in the market and support those least able to pay; our intention to bring forward legislation, subject to consultation and to limits on devolved competence, that provides the regulatory framework for zero emissions heating and energy efficiency; and actions to expand our work with the supply chain to create new investment opportunities and create and support high value, local jobs.

We are maximising effort in devolved areas, but there are limits to what we can achieve on our own and critical policy areas remain reserved to the UK Government. While the UK’s new Heat and Buildings Strategy includes measures which will complement the comprehensive support package already available in Scotland the overall plan for action does not go far or fast enough. We will continue to work with the UK Government as it implements its strategy and call on it to accelerate action to support and enable delivery in Scotland, such as reforming the energy markets and amending the Gas Act.

The Scottish Government welcomes, and is in the process of carefully considering, the recommendations set out in this important publication. The case for making any changes to air quality targets in Scotland to reflect the new guidelines will be assessed and taken forward during implementation of the Cleaner Air for Scotland 2 strategy.

As we set out in our recent Programme for Government, we are committed to delivering the recommendations of the independent Grouse Moor Management Group review (the ‘Werritty Review’) as a matter of urgency.

This will include tighter regulation, including licensing, and oversight of muirburn, and a ban on burning on peatland (expect in very limited cases as part of an approved habitat restoration programme).

We will also undertake a review of the current definition of peatland, taking expert advice on whether it should be revised and a stricter definition imposed.

The timing of the legislation will depend on the future legislative programme for the Parliament, which will be set out in due course.
