Citizen Participation and Public Petitions Committee

Continued Petitions

Meeting date: 8 November 2023

David Torrance

In the light of the evidence that the committee has received, I wonder whether the committee would consider closing the petition under rule 15.7 of standing orders on the basis that education material that is linked to the ask of the petition already exists, including a relationship, sexual health and parenthood resource, which was developed by a partnership of local authorities and health boards, with advice from Education Scotland and the Scottish Government. Also, the flexibility that the curriculum for excellence affords means that there is no mechanism that could compel all schools to use any specific material.

Citizen Participation and Public Petitions Committee

New Petitions

Meeting date: 8 November 2023

David Torrance

In the light of the evidence before us, I wonder whether we could consider closing the petition under rule 15.7 of standing orders, particularly on the basis that the Education, Children and Young People’s Committee has undertaken scrutiny on the issue recently and will continue to do so as part of its pre-budget scrutiny for 2024-25.

Health, Social Care and Sport Committee

Subordinate Legislation

Meeting date: 7 November 2023

David Torrance

Good morning, minister and members of the panel. What steps are being taken to address the concerns about appeal rights that were highlighted in the Scottish mental health law review, particularly in relation to the way in which they apply to children and young people?

Subordinate Legislation

Meeting date: 7 November 2023

David Torrance

Thank you for that. What consideration has been given to the timescales in which appeals are permitted? Is the current six-month period appropriate for children and young people? What consultation have you done on that?

Health, Social Care and Sport Committee

Alcohol (Minimum Pricing) (Scotland) Act 2012 (Post-legislative Scrutiny)

Meeting date: 7 November 2023

David Torrance

Good morning to panel members.

In relation to the consumption of alcohol, the different types of drinkers and the Sheffield model, can you expand on how minimum unit pricing has affected the different types of drinkers and their consumption?

David Torrance

What about moderate drinkers and the overall consumption of alcohol?

National Care Service (Scotland) Bill: Stage 1

Meeting date: 31 October 2023

David Torrance

To what extent will the retention of statutory delivery functions, staff and assets by local government and NHS boards limit the potential scope for co-design to influence any future redesign of service delivery? That question is for Lilian Macer first.

Health, Social Care and Sport Committee

David Torrance

I am happy to move on because of time.

National Care Service (Scotland) Bill: Stage 1

Meeting date: 31 October 2023

David Torrance

In light of the new accord between the Scottish Government and local authorities, to what extent are you reassured that staff roles, terms and conditions will be protected? I know that Dave Moxham mentioned that earlier.

National Care Service (Scotland) Bill: Stage 1

Meeting date: 31 October 2023

David Torrance

Good morning, panellists. Thinking about how ethical commissioning is or could be in the bill, what would you like to see?
