Scotland’s tenants union, Living Rent, continues to report rent increases on its members despite the First Minister’s announcement of a rent freeze on 6 September. What steps is the Scottish Government taking to ensure that every tenant and landlord knows about the rent freeze and the moratorium on evictions? Do they include writing to everyone who is affected?

—cumulative funding for councils by 4.2 per cent, and we have heard that it is clawing back funding from the integration joint boards. Will the minister provide an assurance that councils will be able to use all the funding that is allocated to them through the economic recovery fund without fear of that being clawed back, too?

When Living Rent and I first raised the need for an emergency rent freeze with the First Minister, in April, the average rent in Scotland was £780. It now stands at £840, which is at least a 10 per cent increase in just five months. The Labour Party proposed a rent freeze in June, but SNP and Green MSPs teamed up with the Tories to block that. Their political choice to unnecessarily delay support for a rent freeze led to further financial hardship for tenants. In fairness to tenants, will the First Minister explore backdating the rent freeze to June?

The health and care experience survey results show that patients are dissatisfied with GP services at medical practices that were put out to tender in Aberdeen earlier this year. I have shared with the cabinet secretary the testimonies of patients at Old Aberdeen medical practice. In a letter to me today, the cabinet secretary said that his officials have communicated his

“expectation that GP practice contract monitoring should resume in Aberdeen as soon as is practically possible”.

However, what about the declining standards that have been reported in recent months? Will the cabinet secretary request that NHS Grampian sets out a plan to address the issues that have already been identified by patients such as those at Old Aberdeen?

Like Labour, the Scottish Greens are committed to providing support for tenants. In their manifesto, they committed to supporting student renters. They said that,

“regardless of housing provider,”

student renters would

“have the same protections as those with Private Rented Tenancies”

and that the party would

“Ensure that rent controls apply to student accommodation.”

Now that the minister is in Government, I want to check with him and get his confirmation that he stands by that and that the rent freeze will also apply to student accommodation.
