1. Wildlife Management and Muirburn (Scotland) Bill:

The Committee took evidence on the Bill at Stage 1 from—
  
Gillian Martin, Minister for Energy and the Environment, supported by Hugh Dignon, Head of Wildlife Management Unit, Leia Fitzgerald, Team Leader, Wildlife Legislation Team, and Norman Munro, Solicitor, Scottish Government.


2. Subordinate legislation:

The Committee took evidence on the Agriculture and Horticulture Development Board (Amendment) Order 2023 from—

Gillian Martin, Minister for Energy and the Environment, supported by Caspian Richards, Head of Policy and Pesticide Survey Unit, Science and Advice for Scottish Agriculture and Rural Economy Directorate, and Emily Williams Boylston, Solicitor, Scottish Government.


3. Subordinate legislation:

Gillian Martin, Minister for Energy and the Environment, moved—S6M-09530—That the Rural Affairs and Islands Committee recommends that the Agriculture and Horticulture Development Board (Amendment) Order 2023 be approved.

The motion was agreed to.


4. UK subordinate legislation:

The Committee considered a proposal by the Scottish Government to consent to the UK Government legislating using the powers under the European Union Withdrawal Act in relation to the following UK statutory instrument proposal—

Validating Alternative Methods for Salmonella Typing (Amendment) Regulations 2023

The Committee agreed that the provisions set out in the notification should be included in the UK SI.




5. UK subordinate legislation:

The Committee considered a proposal by the Scottish Government to consent to the UK Government legislating using the powers under the European Union Withdrawal Act in relation to the following UK statutory instrument proposals—

Windsor Framework (Retail Movement Scheme) Regulations 2023;

Windsor Framework (Plant Health) Regulations 2023;

Windsor Framework (Enforcement etc.) Regulations 2023;

Windsor Framework (Retail Movement Scheme: Public Health, Marketing and Organic Product Standards and Miscellaneous Provisions) Regulations 2023; and 

Windsor Framework (Financial Assistance) (Marking of Retail Goods) Regulations 2023.

The Committee agreed that the provisions set out in the notifications should be included in the UK SIs.


6. Work programme(In Private):

The Committee agreed its approach to its 2024-25 pre-budget scrutiny and its Stage 1 consideration of the Welfare of Dogs (Scotland) Bill.  The Committee also agreed to take further evidence in relation to petition PE1758 (ban on greyhound racing) in the autumn and to undertake inquiry work on salmon farming in Scotland and inshore fisheries issues when time in the work programme allows.
