1. Decision on taking business in private:

The Committee agreed to take items 6 and 7 in private.


2. Subordinate legislation:

The Committee took evidence on the National Smart Ticketing Advisory Board (Public Services Reform) (Scotland) Order 2024 [draft] from—

Fiona Hyslop, Cabinet Secretary for Transport, Scottish Government;

George Beale-Pratt, Smart Policy Manager, Transport Scotland.


3. Subordinate legislation:

Fiona Hyslop (Cabinet Secretary for Transport) moved—S6M-12121—That the Net Zero, Energy and Transport Committee recommends that the National Smart Ticketing Advisory Board (Public Services Reform) (Scotland) Order 2024 [draft] be approved.

The motion was agreed to. The Committee delegated to the Convener responsibility for finalising the draft report for publication.


4. Climate change governance stocktake:

The Committee took evidence from—

Stephen Boyle, Auditor General for Scotland;

Rebecca Seidel, Senior Manager, Audit Scotland.

In relation to a question on heat in buildings, Edward Mountain declared an interest in a family farming partnership and as a property lettings owner.


5. Subordinate legislation:

The Committee considered the following negative instruments—

Packaging Waste (Data Reporting) (Scotland) Amendment Regulations 2024 (2024/42)
Ethical Standards in Public Life etc. (Scotland) Act 2000 (Codes of Conduct for Members of certain Scottish Public Authorities) Amendment Order 2024 (2024/39)

The Committee agreed to make no recommendations in relation to the instruments.

The Committee agreed to write to the Scottish Government about the importance of having good quality and useful explanatory and policy notes accompanying instruments.


6. Climate change governance stocktake (in private):

The Committee considered the evidence it heard earlier under agenda item 4.

The Committee agreed to request from the Scottish Government a copy of the Director-General Net Zero workforce plan, in advance of its meeting on 16 April 2024.


7. MV Glen Sannox (Hull 801) and MV Glen Rosa (Hull 802) (in private):

The Committee considered draft letters to the Economy and Fair Work Committee and the Scottish Government.

The letters were agreed for publication.
