The Committee agreed to make no recommendations in relation to the instrument.

3. Climate Change (Emissions Reduction Targets) (Scotland) Bill:

The Committee took evidence on the Bill at Stage 1 from—

Professor Graeme Roy, Chair and Professor David Ulph, Commissioner, Scottish Fiscal Commission;

Dr Emily Nurse, Head of Net Zero, Climate Change Committee;

David Hawkey, Senior Research Fellow, Institute for Public Policy Research Scotland;

and then from—

Rt Hon. Philip Dunne, former MP (2005-2024) and former Chair of the House of Commons Environmental Audit Committee (2020-24).
