1. Decision on taking business in private:

The Committee agreed to take item 5 in private.


2. Subordinate legislation:

The Committee took evidence on the Vehicle Emissions Trading Schemes Order 2023 [draft] from—

Màiri McAllan, Cabinet Secretary for Transport, Net Zero and Just Transition, Scottish Government; and

Morna Cannon, Interim Director, Low Carbon Economy Directorate, Transport Scotland.


3. Subordinate legislation:

Màiri McAllan (Cabinet Secretary for Transport, Net Zero and Just Transition) moved—S6M-11061—That the Net Zero, Energy and Transport Committee recommends that the Vehicle Emissions Trading Schemes Order 2023 [draft] be approved.

The motion was agreed to. The Committee delegated to the Convener responsibility for finalising the draft report for publication.


4. Circular Economy (Scotland) Bill:

The Committee took evidence on the Bill at Stage 1 from—

Cllr Gail Macgregor, Leader, Dumfries and Galloway Council and Environment and Economy Spokesperson and Silke Isbrand, Policy Manager, Environment and Economy Team, Convention of Scottish Local Authorities (COSLA);

Stephen Freeland, Policy Advisor, Scottish Environmental Services Association;

Drew Murdoch, Chair, Resources Management Association Scotland;

Rhona Gunn, Portfolio Lead - Waste Management, Society of Local Authority Chief Executives and Senior Managers (Solace) and Depute Chief Executive, Economy, Environment and Finance, Moray Council;

and then from—

Brydon Gray, Team Leader, Waste Management, Shetland Islands Council; and

David McCulloch, Head of Recycling, Streetscene and Waste Management, Glasgow City Council.

Jackie Dunbar declared an interest as a former Councillor on Aberdeen City Council.

Douglas Lumsden declared an interest as a former Councillor on Aberdeen City Council.


5. Circular Economy (Scotland) Bill (in private):

The Committee considered the evidence it heard earlier under agenda item 4.
