1. Decision on taking business in private:

The Committee agreed to take items 4, 5 and 6 in private.


2. The role of local government and its cross-sectoral partners in financing and delivering a net-zero Scotland:

The Committee took evidence from—

Michael Matheson, Cabinet Secretary for Net Zero, Energy and Transport; Ben Macpherson, Minister for Social Security and Local Government; and Ian Storrie, Head of Local Government Finance, Scottish Government.

In relation to a question on Energy Performance Certificates (EPCs), Edward Mountain declared an interest as a partner in Delfur Farms Farming Partnership, of Moray, a farming business with ancillary residential lettings.

In relation to a question on Energy Performance Certificates (EPCs), Edward Mountain indicated that he is a chartered surveyor.


3. Programme for Government:

The Committee took evidence from—

Michael Matheson, Cabinet Secretary for Net Zero, Energy and Transport; Donald Henderson, Deputy Director, Natural Resources; Anne Martin, Head of Transport Strategy & Coordination; and David Pratt, Head of Marine Planning and Development, Scottish Government.

In relation to a question on forestry, Edward Mountain declared an interest as a partner in Delfur Farms Farming Partnership, of Moray, a farming business with ancillary residential lettings.

In relation to a question on water scarcity, Edward Mountain declared an interest in owning a 50% share of a rod and line salmon fishing business in Moray, operated by Delfur Fishings.


4. Scottish Biodiversity Strategy (in private):

The Committee considered a draft letter. Various changes were agreed to, and the Committee delegated to the Convener authority for finalising the draft letter for publication.


5. The role of local government and its cross-sectoral partners in financing and delivering a net-zero Scotland (in private):

The Committee considered the evidence it heard earlier under agenda item 2 and at its meetings on 21 June and 20 September.

The Committee considered the evidence it heard earlier under agenda item 3.
