Cabinet Secretary for Net Zero, Energy and Transport's responsibilities

Letter from the Cabinet Secretary for Net Zero, Energy and Transport to the Convener, 23 July 2021

Dear Convener

Thank you for your letter of 29 June inviting me to give evidence to the Net Zero, Energy and Transport Committee on Tuesday 7 September. I would be pleased to accept your invitation.

In your letter you also asked for more clarity on the precise division of policy responsibilities between my portfolio and that of the Cabinet Secretary for Rural Affairs and Islands and set out a number of responsibilities which you felt would benefit from further clarification.

I can confirm firstly that all of the topics you have listed fall under the Net Zero, Energy and Transport portfolio either with me or with the Minister for Environment, Biodiversity and Land Reform. The table at Annex A provides a full list of responsibilities under each portfolio.

I have also, for additional clarification, provided further detail where possible on the topics you have listed at Annex B including who leads on what responsibility.

There are however some topics which need further discussion on where they lie and what they cover e.g. sustainable development, but my officials are planning to meet Parliamentary Clerks to discuss and clarify these responsibilities and the topic split across portfolios.
