1. Decision on taking business in private:
The Committee agreed to take items 4, 5 and 6 in private.
2. National Planning Framework 4 annual review:
The Committee took evidence from—
Ian Aikman, Chair, Heads of Planning Scotland;
David Givan, Chief Planning Officer, City of Edinburgh Council;
Mairi Maciver, Development Plan Manager and Morag Ferguson,Planning Manager, Comhairle nan Eilean Siar ;
and then from—
Esme Clelland, Senior Conservation Planner RSPB and Convener Link Planning Group, Scottish Environment LINK;
Claire Daly, Head of Policy and Communications, Sustrans and representative, Climate Emergency Response Group;
Clare Symonds, Chair, Planning Democracy;
Morag Watson, Director of Onshore, Scottish Renewables.
3. Subordinate legislation:
The Committee considered the following negative instrument and agree to make no recommendations in relation to it— Town and Country Planning (General Permitted Development) (Scotland) Amendment Order 2024.
4. National Planning Framework 4 annual review (in private):
The Committee agreed to defer consideration of the evidence heard to a future meeting.
5. Short-term lets (in private):
The Committee considered correspondence from the Minister for Housing and agreed to respond to him in writing.
6. Renters Reform Bill (UK Parliament legislation) (in private):
The Committee considered and agreed its approach to scrutinising the legislative consent memorandum lodged by the Cabinet Secretary for Social Justice (LCM(S6)46).
