The Committee agreed to take items 6, 7, 8, 9 and 10 in private.


2. Subordinate legislation:

The Committee took evidence on the Scottish Social Housing Charter: November 2022 from—

3. Subordinate legislation:

Patrick Harvie, Minister for Zero Carbon Buildings, Active Travel and Tenants' Rights, moved—

S6M-05578— That the Local Government, Housing and Planning Committee recommends that the Scottish Social Housing Charter: November 2022  be approved.

The motion was agreed to.


4. Pre-Budget Scrutiny:

The Committee took evidence from—

Shona Robison, Cabinet Secretary for Social Justice, Housing and Local Government, Colin MacBean, Deputy Director, More Homes Division and Alastair Dee, Area Manager, Scottish Government.


5. Subordinate legislation:

The Committee considered the following negative instrument— Building (Scotland) Amendment (Amendment) Regulations 2022

The Committee agreed to make no recommendations in relation to the instrument.


6. Pre-Budget Scrutiny:

The Committee considered the evidence heard earlier in the meeting.


7. Short-Term Lets:

The Committee considered correspondence and agreed to write to the Scottish Government, COSLA and Local Authorities asking for an update on the commencement of the application process for licenses.


8. Understanding barriers to local elected office:

The Committee agreed its approach to the inquiry.

The Committee agreed its approach to proposed legislation on rent freeze and evictions moratorium.
