1. Decisions on taking business in private:

The Committee agreed to take items 5, 6, 7 and 8 in private, and to consider, in private at future meetings, a draft report on the National Care Service (Scotland) Bill.


2. Budget Scrutiny 2024-25:

The Committee took evidence on the Scottish Government's Budget 2024-25 from—

Michael Matheson, Cabinet Secretary for NHS Recovery, Health and Social Care, and Richard McCallum, Director of Health and Social Care Finance, Digital and Governance, Scottish Government.

Sandesh Gulhane declared an interest as a practising NHS GP.

Emma Harper declared an interest as a registered nurse with the Nursing and Midwifery Council.


3. Subordinate legislation:

The Committee took evidence on the Anaesthesia Associates and Physician Associates Order 2024 [draft] from—

Clare Haughey declared an interest as holding a staff nurse contract with NHS Greater Glasgow and Clyde and as a registered mental health nurse with the Nursing and Midwifery Council.

Sandesh Gulhane declared an interest as a practising NHS GP.

Carol Mochan declared an interest as having been a member of the Healthcare Professions Council.

Emma Harper declared an interest as a registered nurse with the Nursing and Midwifery Council.


4. Subordinate legislation:

Michael Matheson (Cabinet Secretary for NHS Recovery, Health and Social Care) moved—

S6M-11668—That the Health, Social Care and Sport Committee recommends that the Anaesthesia Associates and Physician Associates Order 2024 [draft] be approved.

Sandesh Gulhane declared an interest as a practising NHS GP.

After debate, the motion was agreed to by division: For 8, Against 2, Abstentions 0.


5. Budget Scrutiny 2024-25 (in private):

The Committee considered the evidence it heard earlier under agenda item 2.


6. National Care Service (Scotland) Bill (in private):

The Committee received a background briefing on the Bill from Scottish Government Bill team officials.




7. Public health impact of vaping (in private):

The Committee considered and agreed a draft letter to the Minister for Public Health and Women's Health.


8. Abortion Services (Safe Access Zones) (Scotland) Bill (in private):

The Committee further considered its approach to the scrutiny of the Bill at Stage 1.

The Committee agreed a draft list of witnesses for oral evidence on the Bill, to publish its programme for oral evidence on the Committee webpage, to review the timing of an informal session with people with lived experience, and to invite the Minister and the member in charge to give oral evidence on the same day.

Gillian Mackay did not participate in this item by virtue of Rule 9.13A.2(b). Ross Greer attended in her place by virtue of Rule 12.2A.2.
