National Care Service Programme governance and audit arrangements update

Letter from the Minister for Mental Wellbeing and Social Care to the Convener, 16 December 2021

Dear Gillian,

I am writing to update the committee following my letter dated 2 November 2021 to provide an update on the development of the National Care Service Programme governance and audit arrangements. We informed you of our intention to procure services under the Management Consultancy Framework, in relation to the development of a Target Operating Model for an NCS, delivery of a Programme Business Case, and input to and verification of a Current Operating Model for Social Care.

These critical Programme artefacts will provide a baseline and framework on which we will build the new system through the co-design approach.

As a consequence, a procurement exercise was undertaken under the Management Consultancy Framework. I am pleased to update you that, following an open and fair procurement exercise, KPMG have been awarded the contract.

In line with standard practice, associated contract award notices are published on the Public Contracts Scotland (PCS) website. As we are keen to keep you up to date as possible, we are letting you know in advance of the contract award being published on PCS in four weeks time.

The development of the Programme Business Case, Target Operating Model and Current Operating Model is a significant progression towards the commitments made in Programme for Government, which will provide greater clarity and scrutiny towards this significant public sector reform. It is our on-going commitment to continue engage with organisations and users of the system, to be transparent in our decision making and co-design approach, and publish our key programme outputs.
