1. Decision on taking business in private:

The Committee agreed to take items 5 and 6 in private.


2. Subordinate legislation:

The Committee took evidence on the Public Procurement (International Trade Agreements) (Miscellaneous Amendments) (Scotland) Regulations 2024 from—

Ivan McKee, Minister for Public Finance, supported by Ross Grimley, Solicitor and Iain Moore, Head of Procurement Policy, Scottish Government .


3. Subordinate legislation:

Ivan McKee (Minister for Public Finance) to moved—

S6M-14474— That the Economy and Fair Work Committee recommends that the Public Procurement (International Trade Agreements) (Miscellaneous Amendments) (Scotland) Regulations 2024 be approved.

The motion was agreed to.


4. Scottish Government priorities following the publication of the Programme for Government:

The Committee took evidence from—

Kate Forbes, Deputy First Minister and Cabinet Secretary for Economy and Gaelic, supported by

Aidan Grisewood, Director of Jobs and Wellbeing Economy, Keith McDonald, Unit Head, Strategy Division, and Richard Rollison, Director for International Trade and Investment, Scottish Government .


5. Scottish Government priorities following the publication of the Programme for Government (In Private):

The Committee considered the evidence heard under agenda item 4 and noted that the Cabinet Secretary had undertaken to provide further information. The Committee also agreed to consider a draft letter to the Scottish Government on proposed revisions to the National Outcomes at a future meeting. Following the Committee's recent debate in the Chamber, it agreed to invite Petroineos to attend a future meeting.


6. Pre-Budget Scrutiny 2025-2026 (In Private):

The Committee considered its pre-budget letter and agreed to consider a revised draft at its next meeting.
