1. Decision on taking business in private:

The Committee agreed to take items 5, 6 and 7 in private.


2. Instruments subject to affirmative procedure:

The Committee agreed that no points arose on the following—

Renewables Obligation (Scotland) Amendment Order 2024 (SSI 2024/Draft)
Land and Buildings Transaction Tax (Miscellaneous Amendments) (Scotland) Order 2024 (SSI 2024/Draft)
Provision of Early Learning and Childcare (Specified Children) (Scotland) Amendment Order 2024 (SSI 2024/Draft)


3. Instruments subject to negative procedure:

The Committee agreed to bring to the attention of the Parliament the following—

Non-Domestic Rates (Transitional Relief) (Scotland) Regulations 2024 (SSI 2024/5)
Council Tax (Dwellings and Part Residential Subjects) (Scotland) Amendment Regulations 2024 (SSI 2024/10)

The Committee agreed that no points arose on the following—

Official Controls (Import of High Risk Food and Feed of Non-Animal Origin) Amendment (Scotland) Regulations 2024 (SSI 2024/12)


4. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following—

United Nations Convention on the Rights of the Child (Incorporation) (Scotland) Act 2024 (Commencement) Regulations 2024 (SSI 2024/13 (C.2))




5. Aggregates Tax and Devolved Taxes Administration (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1 and agreed to write to the Scottish Government.


6. Animal Welfare (Livestock Exports) Bill (UK Parliament legislation) (in private):

The Committee considered the powers to make subordinate legislation within devolved competence conferred on Scottish Ministers and UK Ministers in the Animal Welfare (Livestock Exports) Bill (UK Parliament legislation). It agreed to report to the lead Committee on the Bill, the Rural Affairs and Islands Committee.


7. Judicial Factors (Scotland) Bill (in private):

The Committee considered and agreed an update on its approach to the scrutiny of the Bill at Stage 1.
