1. Declaration of interests:

Alexander Stewart indicated that he had no relevant interests to declare.


2. Decision on taking business in private:

The Committee agreed to take items 7 and 8 in private.


3. Judicial Factors (Scotland) Bill:

The Committee took evidence from—

Charles Garland, Interim Chief Executive and Patrick Layden KC TD,former lead Commissioner, Scottish Law Commission .


4. Instruments subject to affirmative procedure:

The Committee agreed that no points arose on the following— 

Sea Fisheries (Remote Electronic Monitoring and Regulation of Scallop Fishing) (Scotland) Regulations 2024 (SSI 2024/Draft)
Transport Partnerships (Transfer of Functions) (Scotland) Order 2024 (SSI 2024/Draft)




5. Instruments subject to negative procedure:

The Committee agreed to bring to the attention of the Parliament the following—

Scottish Local Government Elections Amendment (Denmark) Regulations 2024 (SSI 2024/101)




6. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following— 

Act of Sederunt (Rules of the Court of Session 1994 Amendment) (National Security Prevention and Investigation) 2024 (SSI 2024/84)
Avian Influenza (Preventive Measures) (Scotland) Amendment Order 2024 (SSI 2024/87)




7. Scottish Languages Bill (in private):

The Committee considered the Scottish Government's response to points raised on the delegated powers provisions in this Bill at Stage 1. It agreed to report to the lead Committee, the Education, Children and Young People Committee.


8. Judicial Factors (Scotland) Bill (in private):

The Committee considered the evidence it heard earlier in the meeting and agreed to write to the Scottish Courts and Tribunal Service.
