1. Declaration of interests:

Daniel Johnson declared that he is the director and sole shareholder of a limited company with retail interests.


2. Decision on taking business in private:

The Committee agreed to take items 6, 7, 8 and 9 in private.


3. Instruments subject to affirmative procedure:

The Committee agreed that no points arose on the following—

Vehicle Emissions Trading Schemes (Amendment) Order 2024 (SI 2024/Draft)
Plant Health (Import Inspection Fees) (Scotland) Amendment (No. 2) Regulations 2024 (SSI 2024/Draft)





5. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following—

Children (Care and Justice) (Scotland) Act 2024 (Commencement No. 1 and Transitional Provision) Regulations 2024 (SSI 2024/211 (C.17))




6. Education (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1 and agreed to write to the Scottish Government.


7. Climate Change (Emissions Reduction Targets) (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1. It agreed to write to the Scottish Government and, depending on the timescales, either take oral evidence from the Scottish Government or report to the lead Committee on the Bill, the Net Zero, Energy and Transport Committee.


8. Assisted Dying for Terminally Ill Adults (Scotland) Bill:

The Committee considered the response from the Member-in-charge to points raised on the delegated powers provisions in this Bill at Stage 1. It agreed to report to the lead Committee, the Health, Social Care and Sport Committee, subject to signing-off final changes via correspondence.


9. Aggregates Tax and Devolved Taxes Administration (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill after Stage 2 and agreed to report to the Parliament.
