The Committee agreed to take items 6, 7 and 8 in private.


2. Evidence session on SSIs:

The Committee took evidence on Coronavirus Act 2020 (Alteration of Expiry Date) (Scotland) Regulations 2022 (SSI 2022/40) and Health Protection (Coronavirus, Restrictions) (Directions by Local Authorities) (Scotland) Amendment Regulations 2022 (SSI 2022/draft) from—

John Swinney, Deputy First Minister and Cabinet Secretary for COVID Recovery, Graham Fisher, Deputy Director, Legal Directorate and Elizabeth Blair, Unit Head, Covid Co-ordination, Scottish Government.

6. Scottish Local Government Elections (Candidacy Rights of Foreign Nationals) Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1. It agreed to write to the Scottish Government and consider the response at a future meeting.


7. Professional Qualifications Bill (UK Parliament legislation) (in private):

The Committee considered the further supplementary legislative consent memorandum on the Bill. It agreed to write to the UK Government and consider the response at a future meeting.


8. Work programme (in private):

The Committee considered a response from Shona Robison MSP, Cabinet Secretary for Social Justice, Housing and Local Government, in relation to the Scottish Law Commission’s work on tenement property and common repairs. It agreed to write to the Cabinet Secretary and the Local Government, Housing and Planning Committee.
