1. Decision on taking business in private:

The Committee agreed to take item 6 in private.


2. Instruments subject to the made affirmative procedure:

The Committee agreed to draw to the attention of Parliament the following—

Health Protection (Coronavirus) (International Travel and Operator Liability) (Scotland) Regulations 2021 (SSI 2021/322)

The Committee agreed that no points arose on the following—

Health Protection (Coronavirus) (International Travel and Operator Liability) (Scotland) Amendment (No. 2) Regulations 2021 (SSI 2021/343)

The Committee disagreed (by division: For 2, Against 3, Abstentions 0) that it was content with the  following. It agreed to report its views to the lead committee and to write to the Minister for Parliamentary Business

Health Protection (Coronavirus) (Requirements) (Scotland) Amendment (No. 2) Regulations 2021 (SSI 2021/349)

The Committee agreed that no points arose on the following—

5. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following—

Fuel Poverty (Targets, Definition and Strategy) (Scotland) Act 2019 (Commencement No. 2) Regulations 2021 (SSI 2021/332 (C.22));
Children (Scotland) Act 2020 (Commencement No. 2) Regulations 2021 (SSI 2021/339 (C.24))




6. Carer’s Allowance Supplement (Scotland) Bill:

The Committee considered a response from the Minister for Social Security and Local Government to its report on the Bill at Stage 1. It noted the explanation from the Minister and accepted that it is appropriate to allow for section 2 to be commenced at a future date in commencement regulations under section 3(2) of the Bill.
