1. Decision on taking business in private:

The Committee agreed to take item 7 in private. The Committee also agreed that consideration of the oral evidence heard and any draft letter on its pre-budget scrutiny should be taken in private at future meetings.




2. Subordinate legislation:

The Committee took evidence on the Scottish Biometrics Commissioner Act 2020 (Code of Practice) (Appointed Day) (Scotland) Regulations 2022 [draft] from—

Keith Brown, Cabinet Secretary for Justice and Veterans.


3. Subordinate legislation:

Keith Brown (Cabinet Secretary for Justice and Veterans) moved—

S6M-05906—That the Criminal Justice Committee recommends that the Scottish Biometrics Commissioner Act 2020 (Code of Practice) (Appointed Day) (Scotland) Regulations 2022 [draft] be approved.

The motion was agreed to.


4. Subordinate legislation:

The Committee considered the following negative instrument—

Judicial Appointments Board for Scotland (Membership) Modification Order 2022 (SSI 2022/268)

The Committee agreed to make no recommendations in relation to the instrument.


5. Pre-Budget Scrutiny:

The Committee took evidence as part of its Pre-Budget Scrutiny from—

Lynn Brown, Chief Executive, Scottish Police Authority;

David Page, Deputy Chief Officer and James Gray, Chief Financial Officer, Police Scotland;

and then from—

Ross Haggart, Interim Chief Officer, Stuart Stevens, Interim Deputy Chief Officer and John Thomson, Acting Director of Finance and Procurement, Scottish Fire and Rescue Service.


6. Correspondence:

The Committee considered recent correspondence. The Committee agreed to the recommendations set out in paper 5.


7. Pre-Budget Scrutiny (In Private):

The Committee agreed to defer consideration of the evidence it heard earlier under agenda item 5, to a future meeting.
