The Promise: next steps for care system reform

The Committee is responsible for scrutinising the ways in which the Scottish Government, and others, are working to implement the Promise. The Promise sets out how the findings of the Independent Care Review should be implemented. 

The Independent Care Review

The Independent Care Review was commissioned in February 2017.

People with experience of the care system represented half of the review group’s co-chairs and working group members. Over 5,500 care experienced children and adults were consulted during the review.

The Independent care review findings were published in February 2020. The findings set out the steps Scotland can take to embed significant change in the care system.

Accompanying reports examined different aspects of care system. The main findings were set out in The Promise, alongside the Pinky Promise for young readers.

Formal Evidence

The Committee held an evidence session with stakeholders on progress towards meeting The Promise on 22 November 2023.

Wider Engagement

The Committee agreed to speak to care experienced young people to gather their views. 

The Committee met with 37 young people from Who Cares? Scotland on 27 March 2024.
