To ask the Scottish Government what (a) financial and (b) delivery guarantees, if any, Caledonian Maritime Assets Ltd obtained from the Cemre Marin Endustri shipyard in relation to the two proposed vessels for Islay.
Answer
Cemre Marin Endustri shipyard has provided full refund guarantees for the two new Islay vessels and these have been lodged with CMAL’s nominated bank. The refund guarantees cover the full amount payable prior to the delivery of each vessel at which point CMAL pay the final 20% and take possession of the vessel. The Contract has defined delivery dates set for both vessels in November 2024 and February 2025.

To ask the Scottish Government whether it will consider making funding available to (a) help train seafarers to deal with lithium-ion battery fires in electric vehicles on board ferries and (b) purchase and retrofit any required equipment to contain and extinguish such a fire.
Answer
Shipping safety is a matter that is reserved to the UK Government. The Maritime and Coastguard Agency is responsible for maritime safety regulation and implementation. In October 2021, the Maritime and Coastguard Agency conducted a consultation on Electric Vehicles Onboard Passenger Ro-Ro Ferries. The results of this consultation were published in March 2022, along with Marine Guidance Note 653, covering aspects relating to fire safety elements, electrical hazard risks, the increased risk from carriage of damaged electric vehicles (accident recovery) and the safe charging of electric vehicles aboard Ro-Pax vessels.
The Scottish Government has no current plans to fund seafarers’ training or the purchase and retrofit of equipment in relation to the possibility of lithium-ion battery fires on board ferries.

The breakdown for 12 of the 19 unpaid Fixed Penalty Notices is as follows:

To ask the Scottish Government how many times it has met Sea Transport Solutions in relation to ferries since 2007, and on what dates.
Answer
A meeting between Transport Scotland officials and Sea Transport Solutions representatives occurred on 10 February 2021. Further discussions have occurred through correspondence.
A meeting with Scottish Ministers is said to have occurred in 2008 with representatives from Sea Transport Solutions, however no formal record exists.

Answer
Caledonian Maritime Assets Limited, as the procuring authority for Scottish Government ferry vessels, have confirmed that Sea Transport Solutions have only responded to one tender, received on 17 June 2019 which related to a concept design project for the Islay Vessel.

To ask the Scottish Government, in light of the Ferguson Marine confirmation that “at least 400 cables will need to be addressed with the worst case 939 cables” on MV Glen Sannox, how much it estimates each scenario will cost to remedy.

The CEO of Ferguson Marine is preparing an update, for the Net Zero, Energy and Transport Committee, on the delivery timetable and budget for vessels 801 and 802 which will be submitted before the end of March 2022.
