To ask the Scottish Government whether it will consider introducing waiting time targets for hepatitis C treatment.
Answer
Patients with hepatitis C who require acute hospital care are covered by the acute hospital waiting time standards and guarantee such as the first outpatient consultation 12 weeks standard and the 12 weeks legal guarantee for inpatient and day cases. Within these waiting time standards and guarantee the timing of individual appointments will be based upon clinical need with those patients with a more urgent need being seen more quickly.

To ask the Scottish Government what progress it has made in implementing the commitment in Sexual Health and Blood Borne Virus Framework 2015–2020 Update to evaluate the potential effectiveness of a population-based case-finding approach to screening for hepatitis C.
Answer
Since the publication of the Sexual Health and Blood Borne Virus Framework Update at the start of September 2015, Health Protection Scotland, in partnership with the viral hepatitis clinical leads, has been giving consideration to a range of issues in relation to diagnosis and case-finding. The work to respond to the Penrose Inquiry on the diagnosis and testing of individuals with infected blood, which is being taken forward by a short-life working group, is also relevant to this work. That group will report later in 2016, and will inform the work to evaluate population-based case-finding approaches.

To ask the Scottish Government what support it is providing to NHS boards to ensure that new, interferon-free treatment is made available to people with hepatitis C.
Answer
The costs of new antiviral therapies for hepatitis C is supported by the £28 million funding the Scottish Government provides under the Sexual Health and Blood Borne Virus Framework. NHS boards can determine how best to use that funding, and funding from their own core budgets, to reflect local need. However, under the framework boards are set an annual treatment target for hepatitis C. During 2015-20 the aim is for at least 1,500 people per year will be initiated onto antiviral therapy.

To ask the Scottish Government what discussions it has had with NHS boards regarding its stated commitment in Sexual Health and Blood Borne Virus Framework 2015–2020 Update, to the elimination of hepatitis C as a public health concern.
Answer
The Scottish Government has regular discussions with NHS boards through the Scottish Health Protection Network’s Sexual Health and Blood Borne Virus programme. A number of the framework sub-groups, which meet regularly, are involved in action relevant to this aspiration, including the prevention, diagnoses, testing and treatment, and information and data.

To ask the Scottish Government what discussions it has had with Dundee City Council about youth unemployment.
Answer
Scottish Government officials are in regular contact with local authorities across Scotland about a range of issues relating to youth employment.
Recently, for example, officials have supported the development of a successful proposal to form a ‘Developing the Young Workforce in Dundee and Angus’ regional group, in which Dundee City Council is an active partner.
