To ask the Scottish Executive what the impact on carbon dioxide emissions would be of raising the energy performance of all homes to Energy Performance Certificate rating (a) A, (b) B, (c) C, (d) D, (e) E and (f) F by (i) 2015, (ii) 2016, (iii) 2017, (iv) 2018, (v) 2019 and (vi) 2020.

The Scottish Government is working closely with the Fuel Poverty Forum to scope out the analytical requirements that can be delivered in support of the fuel poverty review.

To ask the Scottish Executive what criteria will be used to award money from the proposed Scottish futures fund to projects intended to deliver effective early intervention in a child’s life.
Answer
The Scottish Government is clear that high quality early years experiences are crucial to improving life chances for Scotland’s children.
We are currently considering how best to take forward the Scottish Futures Fund in the context of the Spending Review, and will make further information available in due course.

The last meeting of the Scottish Fuel Poverty Forum was in April 2011. Following the confirmation of the new chair and vice chair the forum will next meet on 26 October 2011.

To ask the Scottish Executive who it consulted before publishing its most recent report on progress on ending fuel poverty, as required by section 88(6) of the Housing (Scotland) Act 2001.
Answer
The Housing (Scotland) Act 2001 requires progress to be reported at least every four years. The Scottish Fuel Poverty Forum was consulted before publication of the most recent progress report of 25 November 2010. The Scottish Fuel Poverty Forum includes representatives from a wide range of organisations including Energy Action Scotland, Consumer Focus Scotland, British Gas, Scottish Power, Ofgem, Age Scotland and NHS among others.

The Housing (Scotland) Act 2001 requires progress to be reported at least every four years. The last progress report published under this requirement was on 25 November 2010. The next report will be published no later than November 2014.

To ask the Scottish Executive when it will announce details of its review of renewable obligation certificates for large scale electricity-only biomass plants.
Answer
The Scottish Government is planning to issue a consultation on the Renewables Obligation Scotland Banding Review by the end of September. The consultation will seek views on proposed changes to support for large scale electricity-only biomass plants.
