To ask the Scottish Executive what it has done to promote efficient water use by the (a) domestic and (b) industrial sector since the commencement of the water framework directive, and what the resulting per capita reduction in water use has been.

Since the commencement of the Water Framework Directive, a range of measures has been introduced to promote efficient water use by the domestic and industrial sectors. These measures include the regulation of all abstractions, the introduction of metering for all non-domestic customers, the introduction of retail competition for all non-domestic customers and the requirement for Scottish Water to prepare a plan as to how it intends to promote water conservation and water-use efficiency and report on its implementation.

To ask the Scottish Executive what steps it has taken to ensure that water-pricing policies provide adequate incentives for users to use water resources efficiently, as required under Article 9 of the water framework directive.

In Scotland, water pricing polices have been introduced through the Scotland and the Solway Tweed River Basin Management Plans, as an element of our integrated Water Framework Directive implementation programme. Such policies ensure that our environmental objectives are met in a proportionate and cost-effective manner, while having regard to the polluter pays principle. The effectiveness of these measures is kept under review.

To ask the Scottish Executive how Scottish Water is using the £20 million allocated to it for climate change mitigation measures in the 2010 to 2015 water industry investment period.

In line with the Scottish Water (Objectives for 1 April 2010 to 31 March 2015) Directions 2009, Scottish Water is:

Investing in renewable generation using its existing asset base;

Undertaking studies to understand the potential effects of climate change on the operation of its assets, and

Undertaking studies to understand how it may be managed in a more sustainable manner.

In addition, it will be reducing leakage to the economic level of leakage – the point at which it costs more to repair the leak than to treat and supply the water.

To ask the Scottish Executive what steps Scottish Water and its subsidiaries are taking to reduce greenhouse gas emissions and adapt to climate change as per the duties of public bodies set out in Part 4 of the Climate Change (Scotland) Act 2009.

In line with the Scottish Water (Objectives for 1 April 2010 to 31 March 2015) Directions 2009, Scottish Water is:

Taking steps to mitigate its carbon emissions by seeking opportunities to reduce energy demand, investing in energy efficiency and increasing, where it is cost effective to do so, its renewable generation capacity;

Conducting studies and pilot work to understand how it should, in future investment periods, adapt its future and existing assets and operations to the effects of climate change, and

Investigating and improving, where necessary, an integrated approach to catchment modelling including the improved monitoring of rainfall, river and surface water flows in partnership with other agencies.
