Social Justice and Social Security Committee

Charities (Regulation and Administration) (Scotland) Bill: Stage 1

Meeting date: 16 March 2023

Evelyn Tweed

What are the implications for charities, with regard to their administrative functions, of the proposals for OSCR to gather and maintain up-to-date information on trustees? I am thinking in particular of smaller charities that may not have paid staff. How might any additional burden be minimised?

Health, Social Care and Sport Committee

Patient Safety Commissioner for Scotland Bill: Stage 1

Meeting date: 14 March 2023

Evelyn Tweed

That leads me on to my next question. In the evidence session with the Patient Safety Commissioner for England, the committee heard that it is already expanding its office and bidding for more resource, although Dr Hughes felt that it was better to start small and to be agile while having a

“plan for future expansion and growth.”—[Official Report, Health, Social Care and Sport Committee, 21 February 2023; c 38.]

Does the minister have a plan for expansion and growth?

Health, Social Care and Sport Committee

Female Participation in Sport and Physical Activity

Meeting date: 14 March 2023

Evelyn Tweed

Good morning, Jenni and Katie. Thanks for all your hard work so far and for being here today.

I was interested in your comments. Lack of access to well-fitting kit, for example, is more likely to have an impact on people from a less well-off socioeconomic background. How do you feel about a proposal to provide free sports bras, for instance? Might that make a difference?

Patient Safety Commissioner for Scotland Bill: Stage 1

Meeting date: 14 March 2023

Evelyn Tweed

Good morning. Are you confident that the resources that are proposed will be sufficient for the commissioner to carry out their functions effectively?

Female Participation in Sport and Physical Activity

Meeting date: 14 March 2023

Gender inequality and sexist attitudes are entrenched from a young age. We know that. It is important that the onus is not on young women and girls to make changes. Do you have any examples for us of schools that have successfully engaged with young men and boys on these issues?

Charities (Regulation and Administration) (Scotland) Bill: Stage 1

Meeting date: 9 March 2023

Evelyn Tweed

Good morning to the witnesses—it is good to see you.

Martin Tyson, can OSCR give some insight into how the register might operate from the public’s perspective? Is there an expectation that it will be fully digitised?

Charities (Regulation and Administration) (Scotland) Bill: Stage 1

Meeting date: 9 March 2023

Evelyn Tweed

In evidence, we have heard concerns about digital exclusion. What do you say to that?

Charities (Regulation and Administration) (Scotland) Bill: Stage 1

Meeting date: 9 March 2023

Evelyn Tweed

Good morning. It is good to see the witnesses. My first question is for Keith Macpherson. In its submission, ICAS said that, although some charities might feel “daunted” by the implementation of a register, those fears can be addressed through effective communication from OSCR, which we touched on previously. What would effective communication look like?

Meeting date: 9 March 2023

Evelyn Tweed

I do not know whether anyone else wants to come in on that.

My next question is to John Picton. The University of Liverpool has said that dispensation—which we have talked about, but not in too much detail so far—should be allowed in situations in which trustees can demonstrate a risk of personal danger. What might the criteria for that look like?
